When I select the button to upload a profile pic, a box appears that indicates "choose file" but the choose file option is not highlighted therefore, I connot choose for my profile?

Can you specify what profile pic you are referring to? Is it the avatar you are having problems uploading? Your avatar is the image on the left under your username.
Also, what are you using for a browser? IE, Chrome, Firefox, etc? What version? With this information I will try to duplicate the issue so I can troubleshoot the issue.
